
Active in professional affiliations, she has been a member of the International Institute of Municipal Clerks since 1998. She completed the Municipal Clerks Institute and received her Certified Municipal Clerk (CMC) designation in November 2003 and is currently working towards her Master Municipal Clerks designation. Additionally, she has more than 21 years of experience dealing with elections.
Pamella Malmstrom, CMC, Vice
President
Pamella Malmstrom graduated
from Clark’s School of Business in Topeka, Kansas in 1972 and began a
career in banking. In 1984, she began working for the San Diego Trust
and Savings Bank, transferring to the Escrow Department in 1986. After
becoming a California Certified Escrow Officer in 1989, Pamella started
her own business assisting escrow offices when escrow managers or escrow
officers were on vacation or medical leave. Pamella joined the City of
Henderson Municipal Court in 1997 and worked in the court system for
more than three years. During July of 2001, she began a temporary
position in the Office of the City Clerk with the City of Boulder City,
Nevada. The position became permanent as Deputy City Clerk in December
of 2001.
Pamella earned a Bachelor of Science Degree in Business Administration focusing on Management in December 2004, graduating summa cum laude. She achieved Certified Municipal Clerk in November of 2004. After being appointed Acting City Clerk in August 2004, she was then appointed City Clerk in June 2005. In August 2008, the Nevada Municipal Clerks’ Association elected her as Vice President; and received the designation of Certified Public Official from the University of Nevada, Reno. Currently, she is pursuing a Master’s Certificate in Public Administration through the University of Nevada, Las Vegas.
Shanell Owen, CMC, Secretary-Treasurer
Shanell Owen began her career with the City of Elko in November 1989 and
was appointed City Clerk/Treasurer in July 2005. Shanell received her
Municipal Clerk accreditation in 2001 after completing Weber State University’s Academy and in 2005 she received her Bachelor’s of Applied Science Degree
in Management in Technology from Great Basin College.
Shanell is an active member of the community and currently serves as Vice-President for the Committee Against Domestic Violence Board of Director’s. She also serves on the Academic Board for Great Basin College’s Bachelor’s of Applied Science Program. Shanell married her husband, Shane, in 1989 and they live in Elko with their son, Nathan.
