Ashley Foster, CMC, is a Deputy City Clerk for the City of Las Vegas and is an active member of the Nevada Municipal Clerks Association (NMCA), International Institute of Municipal Clerks (IIMC), and National Association of Parliamentarians (NAP). Presently, she serves as the President of the NMCA and as the Chairwoman of the Scholarship Committee for the Las Vegas Classified Employees’ Association (LVCEA).
Ashley is Las Vegas born and raised and is a graduate of the University of Nevada, Las Vegas where she majored in Interdisciplinary Studies-Social Science Studies. Recently, she earned the Certified Municipal Clerk (CMC) designation through IIMC, which demonstrates mastery of administrative skills essential to this profession. Ashley leads from the heart, believes the role of the Clerk to be critical, and is committed to its elevation within municipal government.
Outside of the office, Ashley enjoys strength training as well as studying anatomy, injury prevention, and Joseph Pilates’ theory and technique. She holds a Certification in Mat Work I and II through DK Pilates Academy and anticipates teaching movement classes in the future. Ashley also enjoys expressing herself creatively through calligraphy, Ikebana (the Japanese art of flower arrangement), and photography.

Cheyenne LaRance is a Deputy City Clerk for the City of Las Vegas and current Vice President of the Nevada Municipal Clerks Association. Cheyenne was born and raised in Henderson, Nevada and graduated from the University of Nevada, Las Vegas with an English degree in 2019. In May 2022, she will receive her Master’s degree in Urban Leadership from UNLV. She is also currently working on her Certified Municipal Clerk (CMC) and Certified Public Official (CPO) designations.
Cheyenne has a passion for learning how to be a successful urban leader and remains dedicated to continuing education. In her free time, Cheyenne enjoys spending time with her dog Marley, trying new food, and taking hot Pilates classes.

Julie Torres, MMC, CRM, and CPO is in her 19th year as a public employee with 10 of those served in the Clerk’s office as the Deputy City Clerk, Records Coordinator, or Assistant City Clerk. She have been involved in the public meeting process, including Open Meeting Law requirements, and official recordkeeping capacity for much of her tenure. She have experienced creating an agenda system from the ground up several times, most recently in 2021.
As the Assistant City Clerk, it is her responsibility to ensure Open Meeting Law is met for Council agendas, minutes, and posting notices. She is also involved in the municipal elections process, candidate filings, and adhering to State regulations for her City elections. During legislative years, Julie provides expert feedback for bill drafts. She also assists with drafting municipal code and policy resolutions. She provides public meeting and records management training to all City staff.
As the Records Coordinator for the City of Sparks, Julie was challenged with creating a records and information management system and then digitizing city records from a variety of mediums as well as built an electronic workflow for public records requests. She is the Systems Administrator for OnBase, so she is able to customize the system as needed, in-house. In the nearly 5 years that Julie has been with Sparks, the city has made significant, huge strides in automating their records system, including designing and creating a new central electronic recordkeeping repository for all divisions of the city.
Over the last few years, Julie has also been asked to teach for a few organizations, including NAGARA, UNR Extended Studies, and the Nevada School Board Association.
Julie has Associates degrees in both General Education and Criminal Justice, and she is currently finishing the last few classes for her BAS in Business Organization and Project Management. She earned a Master Municipal Clerk from IIMC and Certified Records Management certificate from ICRM. She also received Certified Public Official credentials from University of Nevada, Reno.
As she completes her education goals, Julie will begin focusing on career goals beyond her current position, perhaps someday becoming a City Clerk or Business Analyst for a local government entity and perhaps consulting part-time after she retires.
Julie is a current member of NAGARA, ICRM, and IIMC. She volunteers her time and resources to non-profits such as Community Dinners and Boxers and Buddies animal rescue group.
