Catherine Raynor was appointed as City Clerk for the City of North Las Vegas in April 2016 and came to the City with more than 12 years City Clerk Office experience in Monterey, California. She is a retired United States Army Officer and Library Software Product Manager. She brings a unique blend of technical expertise, records management knowledge, and leadership skills to the City Clerk’s Office. As the City Clerk and the City’s Records and Elections Official, she is responsible for a wide variety of management responsibilities including agenda management, records management, boards support, and election management.
Catherine holds a Bachelor of Science degree in Liberal Studies from the Statue University of New York with concentrations in Russian and Czech. She has been a member of the International Institute of Municipal Clerks (IIMC) since 2002. She obtained her Master Municipal Clerk (MMC) designation from IIMC in 2009 and her Enterprise Content Management (ECM) Master designation from the Association of Intelligent Information Management (AIIM) in 2013. She holds a variety of other AIIM certificates including Certified Information Professional awarded in 2018. During her membership in the City Clerks Association of California, Catherine served as a mentor to other clerks helping them achieve their professional development goals and continues to mentor and support her current staff.
Tami McKay started her career at the City of Boulder City in 1991 as an office assistant supporting numerous departments. She served as Deputy City Clerk from 1995-2001. After a hiatus, she returned to the Deputy City Clerk position in 2010.
Tami is an active member of International Institute of Municipal Clerks (IIMC), American Records Management Association (ARMA) International, and Nevada Municipal Clerks’ Association (NMCA), to which she serves as Vice President and is a member of the Bylaws Committee. She achieved the Certified Municipal Clerk designation (CMC) through IIMC in 2015 and achieved the Master Municipal Clerk (MMC) designation in 2020. Tami has also achieved her Certified Public Official (CPO) designation through University Nevada Reno (UNR) Extended Studies. She is an active member of the National Association of Parliamentarians and currently working to earn the credentials needed to become a Registered Parliamentarian.

Julie Torres has worked for the City of Sparks for the last 3 ½ years, first as the Records Coordinator and now as the Assistant City Clerk and System Administrator for the Records and Information Management program. Previously, Julie was the Deputy City Clerk for the City of Fernley and prior to that was a Court Clerk for the Third Judicial District Court in Lyon County. She has more than 20 years of experience in government records management and public meetings/hearings. Julie is passionate about education and training and has become a consultant and trainer for other local government agencies.
Julie is a Certified Municipal Clerk and is working on her Master Municipal Clerk certification from IIMC. She is also a Certified Records Manager with ICRM, where she provides mentoring for other members. Julie holds degrees in Criminal Justice, General Education and is currently completing her Bachelor of Science in Organization and Project Management.
